Having access to the DV specs would be a prerequisite for that.
Also, what to do with DV files that do not contain anything beyond the
absolutely necessary data for decoding (which unfortunately at least
libdv, and probably others, too, support, and FFmpeg supported in the
past as well) and thus can not be autodetected is somewhat independent
of what the spec says.
