There is no place that specifies the license of the whole library,
because FFmpeg contains several libraries licensed under different terms
and some parts are optionally enabled through configure options.

Every single source file specifies the license it comes under.  The
license of the whole is the combination of all licenses, i.e. the union
of all obligations and the intersection of all rights.

It's not clear that you have fully understood what you wish to vote
about.  First you should fully understand which license and which
version applies in which case.
