Yes, it sounds great in theory, but in practice it quickly becomes
impossible to get code relicensed because contributors disappear never
to be found again.  I know what I'm talking about, I've been through
the motion for FFmpeg and MPlayer.

You can also look around for other projects that did relicensing efforts
(Mozilla comes to mind).  It is a slow and tedious process that
inevitably ends in partial rewrites.
