Hi,

7% faster overall theora decode.
It's in a new separate file because I plan on writing the vp3 idct in  
neon eventually.

3035 dezicycles in vp3_v_loop_filter_c, 262119 runs, 25 skips
1340 dezicycles in vp3_v_loop_filter_neon, 262140 runs, 4 skips

3574 dezicycles in vp3_h_loop_filter_c, 262119 runs, 25 skips
2726 dezicycles in vp3_h_loop_filter_neon, 262122 runs, 22 skips
