I admit to not having read the surrounding code but I'd have thought the intent
was:
if ((flags & URL_RDWR) || (h && h->flags != flags && !(h->flags &
URL_RDWR)))
giving:
if ((flags & URL_RDWR) || (h && h->flags != flags))
as the replacement code
