I'd like to suggest adding a "status" flags field for decoders instead.
My proposal would be for every decode call to first reset it to 0 and
then set one or more of e.g. these flags (names to be determined):
- concealed bitstream error
- concealed missing reference frames
- frame too badly damaged for concealment
- insufficient data to generate output
- reorder buffer still filling
- frame is unchanged
