It allows decoding 2bpp and 4bpp rawvideo.

I was under the impression (nearly) everybody agrees 
we already have too many pix_fmts...
And I believe supporting decoding of completely obsolete 
formats is sufficient (but encoding samples that cannot be 
decoded is a problem).
