I find that duplication rather not nice. What about this:

RSYNC_OPTIONS-$(HAVE_RSYNC_CONTIMEOUT) += --contimeout=60
RSYNC_OPTIONS = -vrltLW --timeout=60 $(RSYNC_OPTIONS-yes)
