Any color correction filter you want to apply to a small portion of a
video, denoising just a particular crappy scene, locate a face on a video
and draw a box around it on a particular section, efficient de-banding but
only on the sky scene because it fucked up the rest of the video and is
slower for no reason, postprocess a video except where the part of the
movie is a screen recording and need be kept as such, etc etc etc.

The changes to the framework are very light IMO given the benefit of such
feature.
