Uh, all patches change behaviour, that's the point...
Maybe you meant that only bug fixes should be backported,
which still leaves it open to discussion whether this was
a bug or not (at which point the question for a sensible
use case for the old behaviour comes in).
But overall I would tend to agree that the benefit doesn't
seem sufficient and it's not clear enough that the old
behaviour could be considered a bug that it's probably
better to leave the stable branches unchanged.
