That is also what I remember, and the FSF site confirms. But as it happens,
parts of OpenSSL may be under less restrictive licenses.
Their x86_64 MD5 states:
# MD5 optimized for AMD64.

# Licence: I hereby disclaim the copyright on this code and place it
# in the public domain.
Their SHA for a lot of archs say:
# Written by Andy Polyakov <appro at fy.chalmers.se> for the OpenSSL

The "depending on where you obtain it" is unusual for a license and
ambiguous, but the tarball proposed on this URL clearly proposes optimized
SHA-1 under, unless I am mistaken, 3-clause BSD license (LGPL-compatible).
