[FFmpeg-devel] Implementation of AC3 fixed point decoder

Hello,

Resending patches that are implementing AC3 fixed point decoder.

Requested changes are applied:
    _fixed removed from vector_fmul_vindow_ functions names
    change in Changelog placed under <next>
    name for the decoder changed; using the same name as the encoder now

Patches made by Michael that split the patch "libavcodec: Implementation
of AC3 fixedpoint decoder" and fixe a few issues are also resubmited, so
they are rebased to the newest ffmpeg code and entire patchset is in one 
place.
