[FFmpeg-devel] [PATCH/RFC]Read speex bitrate

Hi!

Attached patch sets the bitrate in AVCodecContext when decoding with libspeex.
I am not sure if this is always a good idea but I guess we do the same thing 
for other (possibly vbr) audio codecs, or am I wrong?
