Yes, no doubt MPEG-1, MPEG-2, MPEG-4 visual, HEVC etc could all use it
as well. I have no problem with it moving somewhere else, but as it was
only one extra pointer per codec, I assumed it would be less
objectionable to keep the changes within the VC-1 code for now.
