That's a very good question really.

But reading some of the comments in regards to having a nay for
including project that duplicate code, my guess is that it's a totally
irrational decision ; and one that has very little technical basis at
that.

Also gotta love when the security breach are actually unique to Debian
because some package maintainer has decided he knew better and happily
broke things. SSL anyone?
