I agree. In fact, I consider that "frame-based" makes no sense. The numbers
may be based on the frame rate of another video, they still are timestamps,
not frame numbers.

As for notifying the applications that something like that is happening, I
do not see a problem: we already have private options that have a standard
name, see the "framerate" option for the raw demuxers.
