I've uploaded atsc-cea-708-dtvcc-and-cea-608.ts to upload.ffmpeg.org.  
It's a 60 second clip from an over-the-air broadcast captured with 
MythTV in March 2010.  It has CEA-708 data including both CEA-608 and 
DTVCC packets.
