[FFmpeg-devel] Patch: Inline asm fixes for Intel compiler on Windows

Now that the last of the required icl patches have been applied (the last
being the upstream pull of the libmpcodec changes) inline asm can now be
enabled for icl within configure.
Ive tested several different config options and all seem to work fine for
me. The only issue is that EBP/EBX is not available when compiling asm in
debug mode. If anyone finds any other issues with enabling this then let me
know (in case anyone has issues with different compiler versions etc.)
Also added a patch to add me to the maintainers for future icl support.
Patches Attached.
