There's another document:
http://stnsoft.com/DVD/spu.html
It's written independently from the other, so it calls things
by different names. This one is from a vendor of DVD authoring
software, so I think it is quite reliable. To quote from that
page:
00 - FSTA_DSP - Forced Start Display, no arguments
01 - STA_DSP - Start Display, no arguments
I think that's pretty clear.
