[FFmpeg-devel] patch for hevc decoder

Hi guys,
The attached is a very minor fix for hevc decoder.   For big negative motion vector, namely, mv_y, the hevc_await_progress will use a negative value for ff_thread_await_progress while it should be 0 because it needs to wait the first line of ref frame to do ege extending.
