Now that I think of it, there is yet another alternative:
note that terminal recovery is really the shell's responsibility
in some cases.
As such, if anything, this should belong in the shell's documentation
and/or distribution documentation.
We do not need to document this.
If someone files a bogus bug report on this,
or some user asks this question on IRC, forums, mailing list, etc
we could take that as a signal for us to document this.
My own rationale for using the faq is that it is more widely read
as compared to the wiki, thus potentially benefiting more users/devs.
Michael's concerns seem to essentially boil down to the
negative PR effect of keeping this on the faq.
I could add a sentence clarifying that this is not a bug in ffmpeg,
mitigating some of those negative effects.
