[FFmpeg-devel] I am unable to install the un-packed file

If you want a binary for windows you have to go to
ffmpeg.org
click on the big download button
click on the window symbol for windows
click on the one and only link below "windows builds" which
points to zeranoes windows builds of FFmpeg
