This is incorrect, it will set the flag to zero every time and
therefore never run any tests.

Actually, what is that reasoning for having that function deprecated?
Looking through the commit logs it appears to have been marked as
deprecated in the same merge commit as it was added (from libav, where
it's not deprecated).
