Sorry, it seems I dropped a "&" in the link and there was an intermediate HTML redirection page which breaks downloading with wget. The following command should work:

wget -O sample-vitc.avi 'https://cerebrum.noa-archive.com/noacloud/public.php?service=files&t=88eeb716819bba39584be03c2d1f053b&download'
