this is ambigous
is it meant that the 0 point on the time axis of the
"time stamp in scte-35 format" matches the 0 point of the video stream
or some video packets pts or dts (like the last one)?

On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
