Feel free to name it any way the you and the community likes
The patch in question only fixed the code though IIRC and didnt do
anything to the name.
It also may make sense to continue support the old name to not break
the command line interface between 3.1->3.2

Either way, this isnt code i maintain i just wanted to raise awareness
of this issue as the patch wasnt applied and it isnt/wasnt clear to me
why you didt apply it ...

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
