That's a bit of a mis-quote. That sentence is part of what is currently
already in LICENSE.md. Gyan mainly changed the explanation of what to
do to use the library. The quoted sentence was inserted in commit
bbf7500 by Timothy Gu over two years ago, see also

Gyan didn't change the assessment.
