[FFmpeg-devel] [PATCH 2/2] tools/target_dec_fuzzer: Reduce maxpixels for HEVC

high resolutions with only small blocks appear to be rather
slow with the fuzzer + sanitizers.
A solution which makes this run faster is welcome.
