My personal slight preference would be to continue allowing Skylake-style
asm, i.e. add a new runtime flag for ICL-style avx512. Then, people on
skylake can at their choice disable avx512 using -cpumask.

However, after reading the other thread, since both Henrik and Kieran
suggested otherwise and I value their opinion, I'm OK with the current
approach also. So I will not object to the current patch anymore.
