[FFmpeg-devel] Fix test for complete frame in MxPEG decoder

Hi,

I've noticed that the MxPEG decoder fails to read a video stream if the
bitmask used to track updated blocks has a length which is not a multiple
of 8. The attached patch provides a tentative fix.
