maybe but its the best there is. One could go over it and update it 

if you are asking about the mailing list specificially
for higher level stuff each mailing list has a list of "owners" on the web
not sure we have a list of people who know the moderation / admin password
i also think there are probably more who know the password than are volunteering
to be on a public list 
for lower level stuff that cant be done through the web interface its root
