The person who could actually have the expertise to perform this job and
was ready to volunteer for it received a lot of extra unilateral
unprecedented scrutiny that prevented him from joining the roots and
performing the actual job. I agree the entry bar is new blood, but it looks
like the old blood is actively preventing new blood from entering the
bloodstream :)
