[FFmpeg-devel] [PATCH 1/2] avformat/hlsenc: Redo checking for strftime %s support to avoid warnings

This is intended to avoid -Wformat= warnings on systems
where %s might not be supported (and also generally emitted
by GCC with -pedantic).
