My vote would go to this one. If we want to incentivize new 
contributors, we need to move to an MR mechanism.
It doesn't matter what backend we use, as long as we have control over 
it (So not hosted in for example gitlab.com). Videolan already has a 
Gitlab instance, so moving there should be the easiest option, but 
alternatives are ok.

Of course, we need to ensure that the MRs can be managed through email, 
for people that don't want to deal with JS filled websites. This 
includes adding comments and ideally trigger the merging process.
