AV1 doesn't support interlaced frame. You may add deinterlace filter
before encoder after apply this patch:

cmd:
ffmpeg -hide_banner -qsv_device /dev/dri/renderD128 -
hwaccel_output_format qsv -i input.mp4 -pix_fmt nv12 -vf
vpp_qsv=deinterlace=advanced -c:v av1_qsv -f null -
