The question whether libavfilter API currently allows external users to
implement their own AVFilter instances is not a matter of opinion -
there is a very clear objective answer, which is NO, because the
necessary APIs are not exported from the library and the relevant
headers are not installed.

The question whether we should eventually change the above fact is more
complicated and IS a matter of opinion. Mine is "maybe", but at the very
least a huge a mount of work on avfilter internals is needed to make
that feasible.
