It was NEVER possible for avfilter API users to create their own
filters. We were also never even close to it, as there was never a clear
interface between filters and the core, so simply exporting the
appropriate headers would effectively freeze core development as any
change could potentially break some filter.

I also think you're misunderstanding or misinterpreting the direction of
my work. I am trying to make the external and internal interfaces of
avfilter more clear and well-defined, which makes external filters
(should we decide to allow them) easier, not harder.
