one developer said one thing, and you conclude that he meant something
else and in the next step that everyone else also meant that.
sure, thats solid reasoning! Lets build our project decissions
on top of that.

(and the question is not that YOUR implementation needs

 does but that EVERY implementation does)

You seem to claim that mpeg FEC cannot be implemented cleanly
