Have you tried
$ ffmpeg -i inputfile_with_hevc -map 0:v -c copy outputfile.ts
?

If yes, and it doesn't work (I know it doesn't for me under certain
circumstances), please send us your ffmpeg command line and the
complete, uncut console output.
