Sure, using video filters such as overlay creating a mosaic (see more in
https://trac.ffmpeg.org/wiki/Create%20a%20mosaic%20out%20of%20several%20input%20videos
) or in multiple video tracks in a file using a compatible wrapper such as
MPEG TS (example:
