Maybe so but not as useful as you might expect? If you really wanted to do some digging you should get a copy of the Nvidia Video Codec and NVENC SDK, to quote from the comments from one of the source files…

“::NvEncGetEncodePresetConfig() API to query the config structure ... determine[s] other Encoder HW specific parameters not exposed in the API."
