Don't know and it doesn't matter to me, and I'm not doing someone else's

Consider "Quod Gratis Asseritur, Gratis Negatur"* (or "What is asserted 
without proof can be denied without proof.") It's your assertion that 
"It would make sense to automatically decode to 16-bit rgb444." You get 
to defend that.
