Correct of course. That actually speaks to the wider point about FOSS
inter alia in this thread- everyone has the right to make and publish
modifications to the source, so anyone can push out fixes for
particular issues.
Merging upstream or getting the change into a blessed binary is a
separate consideration as you rightly say.
