that docs page says it pretty well, at the bottom.

'Windows users can use -xvfwopts codec=vp6vfw.dll:compdata=dialog to have the 
codec dialog display before encoding starts.'

unless something is confusing you ?
maybe 'codec settings dialog' would be better...
