By outputting more frames than came in, without passing that
information to the output file.

It's increasing the fps to ~37.46 but leaving the output file set at
29.97fps.  It's effectively lowering the input fps by 4/5ths, slowing
the video.

Perhaps it was a poor choice of phrasing.
