why? configfiel - modified by user. codecs.conf - modified by us.
if user don't have to touch codecs.conf (unless he adds new codecs or such
things) to change priority of codecs.
if he ever needs to change codecs.conf, it doesn't matter if he chanegs
order or priority - it will be changed. so updating codecs.conf will be
hard.

as i was busy with libavcodec bugfixing.
and as we planned pre-release today, i didn't see sense of keeping broken
code.
