btw i've made some server-side renaming, not visible on cvslog:

tech-eng.txt -> general.txt
libavc-rate-control.txt -> libavc-options.txt
sws.txt -> swscaler_filters.txt (according to swscaler_methods.txt)

maybe we should/could merge swscaler_*.txt files
