Because videodev2.h usually isn't available in /usr/include/linux/ 
although the kernel can be patched for v4l2. And with the original 
videodev2.h, mplayer doesn't even compile because of the redefinition of 
struct timeval (needed to replace linux/time.h with sys/time.h). I know 
that it is a poor excuse, but every tv application I know about ended up 
  including both videodev.h and videodev2.h.
