No, it will use the former, e.g. /usr/local/lib/codecs/.

I think at this point it has become totally unclear what the desired
behavior is...  Do we want our codecs to override the other ones or
vice versa.  I think yes, you seem to disagree, but there is always
the --with-reallibdir= option for those that wish for MPlayer to
behave otherwise IMHO.
