So what about moving it to audio_stream_header? Or have you plans on
supporting this with video packets too?
Btw, what's the sense of scrambling the audio data?

Imho the rule has to be modified to be precise.
Repeating the headers every 10sec can cause that headers aren't placed
before keyframes. So if you have a damaged file, and search for the
headers, eventually you'll skip a lot of non-keyframes in search for a
keyframe.
